I suspect there are multiple causes, but if I had to guess, I'd guess cars were the biggest. They both provide an alternative way to travel, and make roads dangerous for kids.

In the late 80's / early 90's my brother and I walked every day to and from school ~1 mile and for many more miles in the woods playing, exploring, and venturing to other kids' houses. I think it would still be possible in that particular development.

The physical world became too dangerous for kids by 1980s. Then we told them to be adventurous and entrepreneurial in the digital world. Post 2015, even the digital world is now being considered too dangerous for kids. Is there a free and safe space for kids to discover agency?
