Do you think that is because startup success is not entirely dependent on the founders? I.e. sometimes startups just don't work because of factors outside the founders control?
Yes, there is also a lot of sheer luck, which is by definition impossible to predict.

Perhaps then a founder who wishes to succeed should plan on starting many startups, under the assumption that eventually one will get lucky. I.e. if 9 out of 10 businesses fail, just plan on starting 15 (1 every 3 to 6 months for a while) and you should be good eventually...

There’s a reason why there a bunch of serial entrepreneurs and only a few parallel entrepreneurs. Spreading focus like that reduces likelihood of good outcome at least in my experience.
