And then the second question, the beginning or the end of 2000. Although on a scale of centuries it probably doesn't matter that much.

Turn of 20th means 1900. Turn of 21st means 2000. But what do I know. Maybe I’m wrong.

I don't think it settles it. Perfectly reasonable (and consistent with the common usage you mention) to suppose that a century has two turns, and that the meaning of the phrase is indeterminate without context that implies which turn is being referred to.

20th century is actually from 1901 til 2000

We are on the 21st century, which starts on 2000 and ends on 2099. So the 20th century ends on 1999, it must be something before that date and 1900
-
actually it starts on 2001 and ends on 2100, and 20th century ends at the end of 2000.

When you turn 40, you go from 39 to 40, so I'd assume the turn of the 20th century is 1900.

Not going to lie, I use to have the similar confusion with calendar year and financial years. Year Apr-21 comes in FY22 :-\
-
You can blame that one on your company. Not aligning calendar and fiscal years is... mean?
