The base state of programming is gluing together library calls. Since glue code can be written in any language, most programmers' language preferences are really library preferences.

I am much younger so will take your word on that What would you consider one of those 2% projects today from a programming sense? (lots being done in ML but I won't box it with programming) Did Viaweb feel like the 2% when it was being built? (In terms of programming not idea)

Building http://codedamn.com infrastructure definitely feels like in the 2% things. Couldn't reach there by just patching libraries together

I would argue 40% of programming by many people is pointlessly writing from scratch when they could have been gluing that keeps them from ever really finding the place where new innovation would be exponentially valuable
-
A lot of that pointless writing is exponentially valuable for them
