A building is a guess at how it might be used. With something as complex as a building, the guess cannot realistically be entirely correct.

Those predictions & results often confound and frustrate the inhabitants, and quite often lead to remodeling/rebuilding that could have been avoided. That's my opinion from reading Brand's book "Buildings Learn", anyway.
