Yes, as I suspected these documents seem to describe how some group within Google feels the company should tweak search results, rather than stating that they currently do tweak them in this way.

They do. I've been in meetings with Google execs who said that they regularly 'adjusted' thousands of different search results. It started off benign - the example they gave was searches for 'suicide' being adjusted to direct people to Samaritans - but it has crept extensively.

Except that they do tweak them. They did it for Hillary. Or simply google and compare the picture results of the queries "happy black woman" vs. "happy asian woman" vs. "happy white woman". The results will SHOCK you!..
