Most interesting is that we believe Google might do this and also have no way of knowing for sure if they are or not. The same is true for many other key internet services we rely on

It is called testing the waters. Instead of going all out they are playing patient and taking a step by step approach. The censorship of Trump should have raised red flags, but because of his unpopularity people cheered the decision without thinking about the precedent.
