Another advantage of complaining over actually doing things is that complaining will never contradict your assumptions, whereas when you have to do things you often learn in the process that your initial assumptions were incorrect.

I've always seen this as an extension of status games vs wealth games. Those who build are trying to create wealth (generally). The people who complain are generally trading in a different currency, status. Hence the conflct.
