Darpa was successful not just because of the policies it embodied, but also because of the people who ran it. If another government copied the policies but put the wrong people in charge, they'd get little benefit.

It still is remarkable how the culture persevered even when the person changed. The fact that they overlapped certainly increased the likelihood of the culture to continue, but it is still remarkable. Especially given that even US does not seem to be able to reproduce it today.
