Yeah, I think "moderate" to the normal populace means "middle-road on most issues" whereas w/ tech CEOs it is more about the high variance (a mix of strong left on some issues and strong right on others).
More like "many powerful people in SV have moderate views." There aren't many who are actually conservative. But even being moderate is a sin in the eyes of the far left.

As a candidate for local office I was literally screamed at by a head of a YIMBY group because my pro-housing views were not sufficiently biased towards low income residents.
