Maybe it got added to the list of banned articles after he tweeted it, and such bans aren't retroactive.

The point is that Twitter wants the tweet to be deleted. I received the notification of block and if I wanted to continue I had to delete, no other choice.

Or maybe he's now blocked and still didn't check the notification. But it looked to me that I was not visible anymore while the notification was still pending.

Apparently it's just that one particular article that's banned. I was able to retweet another one about the same research. This seems like a clear moderation error.
