when I block people the motivation is often "this is a mean-spirited, disingenuous person; I don't want to risk them seeing my tweets even by accident"

Blocking is a stupidity-reduction service to your followers.

This is the key reason IMO to block someone. If you only mute them, they can reply to your tweets and your followers will see their replies, even though you don’t. You can try block-unblock first though: it silently forces them to unfollow you.
