In my view, prisons should be paid not for how many inmates they have in the prison, but for every inmate that is out of the prison and hasn't recidivated. Like an annuity that stops paying if they get convicted again. We would see an instant 180.

The better a prison can rehabilitate, the more profitable they would be. And if they aren't above a certain threshold, they wouldn't make money and would go out of business.

“The Land of the Free” has about 4% of the world’s population but about 25% of the world’s prisoners. Either we are a much more criminal country or the criminal justice system is much harsher than the global mean. My guess is it is the latter.
