I think it's actually more closely related to ranking factors which prioritize percentage of non-bounce users. If majority of visitors spend 30 seconds looking for the recipe before they leave, Google can't tell the difference between that and a good visit.

So the incentives for content producers are to produce a maze that delays people's decisions about whether or not the page is useful long enough to trick Google's algo. When that also changes, they'll just prioritize a different hack that someone finds which equally sucks.

An interesting regulation might be forcing fangs to split off their data from the application. If that data is available to be brokered and used for a price it would increase innovation.
