why are the dropout rates at US universities so much higher than UK ones? Is it just cost, or are there other factors?

Some US state universities are required to accept all state residents who meet certain requirements.

When I attended my engineering school, they accepted anyone in-state with an 18 ACT. We had an 85% dropout/transfer rate.
