The survey quoted is about self censorship specifically “because others might find them offensive”. That is the marketplace of ideas, no? It’s certainly not a commentary about government censorship, as your reference above to free expression suggests @paulg

Let me make it +explicit. “Free expression of ideas” suggests 0 cost to expressing ideas is good, not just from gov, but from society. That’s bad because then there’s no incentive to have good ideas. You’re putting all ideas as deserving equal cost.

And yet we have clearly more extreme ideas (compared to 10,20,30 years ago) not only being expressed (proud boys, defund) but amplified by traditional and social media.
The study only appears to uncover 2 things 1. people are more cognizant that technology allows an expressed opinion to reach everywhere and be retained forever (and dusted off by motivated actors after mores have changed) 1/2
