What you're describing actually happens in a normal interview process or contract to perm process. In both cases, the employer has most of the power but at least has skin in the game. This seems to remove any responsibility from employers while taking advantage of bootcamp grads.

I am all for finding ways to help bootcamp grads find jobs, but using them as free labor for companies really feels like the wrong way to go about it.
