I guess I’m theoretically in favor of canceling student debt (or some student debt, for instance mine) but I do have some questions. For one, would this be a one time thing and if you get it you get it or are we going to do this every year?

That's a readymade argument against any partial measure, though. Graham should explain why this would reduce pressure to address education more than the EITC, say, reduces pressure to address poverty. By his logic, I would think a permanent program would reduce pressure more.

"fixing education" is impossible. it does not do what policymakers have, for decades, acted as if it does.
