Two things are preventing Republicans from following the same script: 1) most politicians rely on GOP donors, who oppose this kind of populism, 2) most of the people who staff GOP administrations come up through think tanks, etc. that GOP donors funded

Trump mostly did the same things Republicans always do—TCJA, trying to repeal Obamacare—because there was no bench of Trumpers to implement other policies. He outsourced that all to Paul Ryan, and then added some tariffs of his own
