Well they have slightly different incentives I guess. They want to preserve as much optionality as they can without creating a 'Trump was betrayed by GOP elites' narrative.
Notice how few senior Republican legislators are saying explicitly that the election was stolen. If you're sure it was, what do you think you know that they don't? As Paul Newman said, if you look around the poker table and you can't tell who the sucker is, it's you.
