Interestingly, nowadays, many parisian buildings are still lacking elevators, though higher floors are considered more luxuruous, as you get access to the sky. Yet, people moving in Paris, especially non europeans, ask for lower floors because they resent walking the stairs.

Taxi driver said condos in Singapore (public provided, but self-owned, housing for ~80% of the pop.) have 4 apt’s per floor - or per wing per floor. Each group of 4 apt ownership is prescribed to ensure maximum harmony by mixing races/religions.
