States already have to handle sensitive electronic data provided by the population (tax returns). I think the holdup has less to do with cybersecurity concerns and more with typical government inertia. Handling sensitive electronic transactions is not new in government.
Foreign governments don't care about tax returns as much as they care about votes.

Taxes are not the only secret data government holds. Government handles defense data which is also sensitive data that foreign governments is interested in. I think cyber security shouldn’t be a reason to not do it.

I would say that a state actor is able to interfere with both media,see history of stolen secrets taken from both computer networks and physical. The soviets were quite good at getting copies of physical documents (including nuclear secrets) while Chinese stole from computers.
