Taxes are not the only secret data government holds. Government handles defense data which is also sensitive data that foreign governments is interested in. I think cyber security shouldn’t be a reason to not do it.

I would say that a state actor is able to interfere with both media,see history of stolen secrets taken from both computer networks and physical. The soviets were quite good at getting copies of physical documents (including nuclear secrets) while Chinese stole from computers.
