But this is not actually true - if you banned the wrong people and left in place ban-worthy people, you’ll get the same result. It’s not actually zero sum.

That could happen in theory, but doesn't happen in practice, partly because the trolls are generally so blatant, and partly because if you did such a bad job at moderation, everyone would leave, and you wouldn't have a forum anymore.

My mom used this logic to explain why she was not biased when my sister and I used to fight. If each of us said she was being unfair the same number of times, it meant she was "fair" overall. I always felt it just meant she was bad at judging fairness in the first place.

Banning policies are not a 1D spectrum, so that statement is silly. It's like saying a classifier is fantastic if it has the same number of false positives as false negatives. That can sometimes be a necessary condition, but is never sufficient.
