Well, it's either rhetorical (because it's necessarily true), or heretical (because to say a non-Catholic can be pope is heresy). Either Joe Papal Claimant is a pope and Catholic, or not a pope at all.

There’s actually a short list of things that get you automatically excommunicated, so it is actually possible for a Pope to become not catholic.

Popes are above Canon Law. But heresy, schism, and apostasy separate one from the Church by their very nature. In those cases, he would cease to be a pope.
