It's much easier to regulate a public space by law than a private residence. To stay compliant and competitive, hotels have to invest in cleaning technology like UV-C lights and ozone machines to ensure the sanitation of the rooms.

this is true in theory but in practice - in my experience - it is v hard to regulate guest activity in elevators, hallways, restaurants & gyms (some of which have reopened), and lobbies. hotels can't update their layout
