I guess coastline travel (e.g. Spain) should be assumed to be water. Much land travel (e.g. France) is probably river travel, too.
Peaceful traveling was very atypical. Afaik the majority of travels were for the war or rebellion reasons, the legions needed a good amount of provision so they mainly moved by land. Hadrian is a unique example of an emperor who traveled around the whole empire in peace time.

Alexander the Great (well he was a king) apparently walked 22000 miles with his troops. He was known to be an inspiration for Julius Caesar. Maybe for other emperors as well?

Akbar the mightiest mughal, father of the builder of taj mahal, maybe wealthiest emperor ever in history, saw the sea just once in his life, no record of him or his (diminishing status) successors traveling on it. Lack of navy is why india fell to sea powers, Portuguese&brits.
