This reminds me of how you can damage someone's reputation by gossiping about them, but our culture has developed safety checks where if you do it too much, you start to be seen as a gossip and it damages *your* reputation instead

They usually pick targets that are easier to trick. Also, the incentive of the victim to disclose them is greater if he fell for the trick. Otherwise, the target would just be happy he dodged the bullet and move on. There is a potential cost for punishing cheaters.
