The phrase "the dictionary" is a signal that the person using it believes that dictionaries are prescriptive rather than descriptive, and (depending on which dictionary it is) possibly not that accurate.

When speaking of the OED in 1950, you could reasonably speak of "the dictionary." But when applied to whatever ad-supported site a web search turns up in 2020, that's decidedly not the case.

"The dictionary" you found in a web search could just be the opinion of a random 26 year old whose qualification for the job is to have been an English major in college.

I think I agree. Any definition is created by someone who may not be of age. And distinctions can be created to make a word more powerful, which you have done with 'startup'. This however doesn't mean that someone starting a niche, low growth, service business isn't a startup. :)
