If only Peru had a strict lockdown with mandatory masks and face shields, maybe they wouldn't be #1 in Covid-19 deaths per capita... /s

Whatcha wanna bet each of those who caught it on the plane wore a loose mask with gaps letting airflow in/out, or at some point pulled it down in the toilet or my personal fave, wore it under their noses

Only way to know? Test every person, every week, no matter what. Only way to reliably estimate asymptomatic cases is to test people who seem fine. Thankfully, colleges with regular testing regimes may end up being nice petri dishes for this.
