Because it was never actually aimed at protecting workers. The Teamsters created the law because they wanted to capture Uber drivers, which they couldn't do unless they were employees. All the other problems caused by the law were just collateral damage.

Could it be that, they always knew this won't fly. They wanted to use this law as a bargaining chip to force gig companies to provide better benefits to their workers
