Exactly. Even to this day my mom says that "USSR had all these weapons, but people were doing their number twos in a bucket". I think this phrase perfectly describes USSR. All resources are dumped into weapons manufacturing. Everything else was secondary.
That was the USSR's strategy, to be poor but to have lots of weapons. This doesn't work. Poor countries are weak.
