        Yes indeed. In 1957, Khrushchev was fighting to take control of the Soviet economy from the ministries Stalin had set up to run it. Presumably, once this fight was over, bureaucrats were ok again. https://marxists.catbull.com/archive/deutscher/1957/khrushchev-economy.htm …

        It's a myth that only government has bureaucrats. Every scaled enterprise has bureaucrats. http://Amazon.Com  has bureaucrats The Gates Foundation has bureaucrats.

        If a company has bureaucrats they have to be maintained by the company. If they need more money, they need to sell more and/or reduce cost... that's the main difference with goverments

        I don't know if word "bureaucrat" is all that informative, we seem to call it "Communication", "Operations" or with other words when it's effective, and call it "Bureaucracy" when said operations are no longer efficient / effective.

        Better bureaucrats of course. Same with politicians in a democracy right? Dems and GOP both campaigning that if only we gave their parties’ politicians more power and control, everything would be great.

        Bureaucrats keep the rate of change slow and add inertia into every political decision made. They also process things the same every time so they also fight corruption in some way. If you are a revolutionary dictator, which is itself an oxymoron, bureaucrats are your worst enemy.
