The strategy is actually to shout what your audience wants to be true. Pretty much the definition of Demagoguery. "political activity or practices that seek support by appealing to the desires and prejudices of ordinary people rather than by using rational argument."

and you could argue that as easy as it is, it has never been harder for them than it is today.

Social media puts this strategy on steroids.
