I’d say onus is on the communicator to ensure message is properly transitioned. Much like a packet on the internet. If it’s not clearly understood, it’s still with the communicator.

If the communicator clearly communicated the message and it was accepted the onus shifts to the recipient. This is a rule I follow in information flow for project management.
