I believe it’s because every tab is treated as a separate process. It was intended to be killer feature, but they weren’t clear on what’s being killed. 
It's for security (processes don't share memory)
I used to remember a time when I accused the JVM of being a memory hog! Not anymore.
The myth is that its just Chrome that’s memory hungry. Chrome, however, is just a victim of its own success. Users have so many bloated JS based web apps & extensions running simultaneously that all browsers have a limit to how much they can improve memory use.
