I would have been astonished if serious reforms had taken place. There hasn't been enough time yet to compile a list of community stakeholder groups which need to be consulted, never mind to assemble a representative task force and hold public hearings!

I'm only half joking, too. Bureaucrats don't get promoted by taking decisive action to address a problem; but they can lose their jobs by failing to consult the right activist groups while developing a plan. Clear incentives encourage doing everything very slowly.
