1. Inequality is one barrier to homeownership, but it's not the only barrier. 2. Related to 1: for ownership to prevent displacement, ownership has to be respected by local gov't. In the USA that has often not been the case.
This would happen in any society in which some people were richer than others, regardless of the reason.

Only true if people with wealth/power are free to act in self-interest & are doing so. This has been true of all large societies AFAIK, but v often not the case for smaller ones & at the local level.
