      Hypothesis: Trump chose to act now on immigration not because it's an important issue to him, but to distract voters from his bungled handling of the coronavirus epidemic. So if we take the bait, he wins.

      For Trump to lose, moderate voters have to change their minds about him. I doubt any will change their mind about immigration; whatever they believe, they believe. Whereas the coronavirus probably changed a lot of moderate voters' minds. Which is why he wants to change the topic.

          In the UK views (and salience) seem to have changed on immigration since (at least) the Brexit referendum: https://migrationobservatory.ox.ac.uk/resources/briefings/uk-public-opinion-toward-immigration-overall-attitudes-and-level-of-concern/ … There is scope for changing views, as well as changing the importance of those views.
