Why is tech so upset about this? Won't policies that prioritize higher salaries help tech gain more visa approvals? The current oversubscribed H-1B lottery with a 1/3 approval chance regardless of salary must discourage everyone except large-scale undifferentiated recruitment

I think this is most likely. Trump people in my family don't even know what an H1B is. If Bolton, a scoundrel in his own right, is to be believed he asked China for "help" and maybe this is the price for that help.
