In the teenage world you win by perfect performance on easy tests (wearing just the right clothes, answering multiple-choice questions correctly), while in the adult world you win by adequate performance on hard tests.

In large enough organizations, layers of bureaucracy can protect the ineffective long enough for them to reach the ends of their careers and retire. Eventually they collapse under their own weight, but that's not a great outcome for e.g. governments.
