I’m not so sure it is the war on drugs, is it? Because most people in prison are serving sentences for violent crimes, not drugs. Right?

You might be right. When the coolest thing, from an enforcement perspective, that can happen during a traffic stop is finding packages of stuff, you get lots of unnecessary, intrusive encounters. They even share pictures of drug finds.

If we had tech that could detect drug odors in the air outside a house or car, you could eliminate the scavenger hunt and just enforce where you know there's a problem.
