The sheer number of videos we've seen in the past week make it clear that the problem is not "a few bad apples." There are a lot of bad apples, in a lot of different cities. The problem is clearly deep and structural.

Please clarify: do you exclusively mean “bad apples” applies to bad police officers? Or are you intimating that “bad apples” to citizens as well? This is an important point to understand clearly from you.
The police of course. This is a phrase that's often used to excuse police misconduct.
