Looking at the list of proposed police reforms, it seems to me that ending qualified immunity and banning police use of military-style gear are the two most obvious moves, and banning police unions is also probably the right move. Everything else seems like small potatoes...

Is there... evidence that training matters? Seems like everything I’ve read suggests that just telling cops to behave differently doesn’t work.

Article I read doing a comparison between the Finnish and US police for highlighted a huge difference in training. In fairness, it also noted huge cultural and economic differences between the two countries.

If qualified immunity goes away, the officers are probably going to need to shift gears and push for more / better skills so they *don't* end up in prison. Only defense they will have is 'this is how we were trained' - to shift liability back to cities.
