      Hypothesis: You can measure the quality of an organization by the quality of its software. An organization can make itself seem effective by good PR, but software is extremely sensitive to organizational brokenness. If you start to suck, it will be one of the first things to go.

          I am no fan of Trump, to put it mildly, but a further implication of this principle is that America's bungled coronavirus response was not simply Trump's fault. The CDC's software didn't get that bad just in the last 3 years.

          Problem: if you are on the outside, measuring the quality of the organization or the software is (roughly) equally hard/easy. But if you're *inside* a broken organization, you can't measure anything, because the ability to reason is the first thing to break.

          I would say quality of systems rather then software. Software only as good as systems it propagates. EG @AusElectoralCom does massive amount of work just using pen, paper and humans. It works like a charm.

          Necessary but insufficient perhaps? I’ve certainly seen organizations where the software was great but the organization wasn’t. But very few.
