Hypothesis: You can measure the quality of an organization by the quality of its software. An organization can make itself seem effective by good PR, but software is extremely sensitive to organizational brokenness. If you start to suck, it will be one of the first things to go.
I am no fan of Trump, to put it mildly, but a further implication of this principle is that America's bungled coronavirus response was not simply Trump's fault. The CDC's software didn't get that bad just in the last 3 years.

It does seem like 'monitoring' needs to be taken more seriously going forward. Whether it's this particular data sharing issue, or aggregating info from smart thermometers, pulse rates from smart watches, sampling wastewater for viruses... or just big online surveys for symptoms.
Phone calls, fax, thousands of spreadsheets attached to emails!! Imagine the chaos of finding anything in that sort of data! Unfortunately CDC is not alone in healthcare industry on this topic.
What is up with the use of Faxes?!?! It’s the same situation in Canada. 
It is safe to assume that Japan has older and more outdated technology in medical record keeping and communication and yet fares better. I don’t think the technology is the root of this problem.
The church of diversity has something to do too. Meritocracy does not result in proportional representation. But we have to cave to narcissism and dilution odd standards now.
