I don’t know, Paul. Using contract terms that protect police officers as a metric of a corrupt or abusive police dept. seems a stretch to me. Of course all police unions will try to have some degree of protection for officers.

It's cause and effect. A system with less corrective feedback in one dimension will tend to deviate more in that dimension. Absence of accountability leads to deviance. Of course accountability mechanisms need to be fair. But they need to be fair in both directions.
