It doesn’t necessarily in other countries. And it shouldn’t. There is no reason to go into a violent arrest for a $ bill. There is no reason to draw a weapon for running a red light.
A prevalence of handguns means that officers are often terrified, and terrified people do seemingly irrational things.

Very rate. So rare, it makes national headlines.. I mean, the police have attracted recent criticism just for telling people off! The difference is, policing by consent. People here simply do not tolerate the police overstepping the mark.
Unfortunately not rare enough - here in Melbourne, Australia the cops shot a guy dead on the freeway a few days ago - he was carrying a knife and lunged at them, and they only thing they could do apparently was shoot him dead.
Very rare in Singapore too.
