These countries kept the entire populations safe. It is not possible to protect just the seniors when the disease is air borne. The only way I can think of protecting just the seniors would be if they all had spacesuits in nursing homes.

Special protection for nursing homes is a pipe dream, as Sweden has shown. Protect the elderly by protecting everyone.
From Norway. Nursing homes and other high-risk groups were given extra attention and stronger measures imposed. Many were closed for visits. Still the virus found it's way in. 88% of deaths were people of age 70+. 60% of deaths were in nursing homes.
