PayPal was once a tiny startup though, and the product sucked even then, pretty similarly to how it sucks now

No it didn't. It became too suck more and more as they grew bigger, their customer to engineer ratio soared and they got hit with massive amounts of various fraud that they started to fight with measures that affected many honest customers. It was awesome around 00.
