A consensus seems to be emerging that many more infections happen indoors than out. So I could imagine a transition from quarantine in which people leave the buildings they live in, but avoid going into other ones.

I believe so. FHM has been aiming for effective actions that can last for a long while. Some say individuals have been given too much responsibility. Herd immunity has never been the goal and Anders Tegnell of FHM clarifies this in The Daily Show here:https://youtu.be/ypwoyVl5Dxk

Symptoms shouldn't really be part of this discussion. Around half of infections are from people without symptoms. Decreasing R_e should be the focus, to decrease the 1-1/R_e threshold, and also to minimize deaths before vaccination (of there is one)
